The Board of Supervisors of Franklin Township, Butler County, will take public comment at their meetings on October 19, 2020 and November 16, 2020 at 7 p.m. at the Municipal Building, 191 Election House Road, Prospect, PA. on Proposed Ordinance No.101, “A Comprehensive Property Maintenance Ordinance.” Thereafter at their November 16, 2020 meeting, the Board will consider adoption of proposed Ordinance No. 101. Proposed Ordinance No. 101 would establish property maintenance regulations for all properties in Franklin Township. Section titles include: Purpose; Definitions; Storing Junk Vehicles; Accumulating Trash or Bulk Waste; Hauling Trash or Bulk Waste; Noise; Roaming Animals; Buffer Yards Required for Agricultural Uses; Break-away Mailboxes Required in Public Rights of Way; Streets to be Kept Clear; Mobile or Manufactured Home Park Maintenance and Performance Standards; Recreational Vehicles Not for Use as Residences; Littering; Boarding Up Prohibited; Mechanical Equipment not to be Stored on Residentially-used Property; Garage Sales or Yard Sales Limited; Blighted and Abandoned Property; Code Enforcement Official; and Enforcement, Violations, and Penalties. If enacted, it shall be effective immediately. As public attendance at township meetings is currently limited to ten persons due to township-mandated social distancing requirements, the public may desire to submit comments via phone call, email, mail, or written submission dropped off to the township office. All such submissions and comments received by 5:00 p.m. the day of each meeting will be read or conveyed to the supervisors during the Community Participation portion of the meeting, prior to any action being taken.
